In order to get this quest you must first obtain the [Quest] Mediah Cultist’s Whereabouts (http://bdocodex.com/seaen/quest/4015/6/) during this quest you will be lead to a library near the Elric Shrine Node. One of the bookcases on the right side will have the secret letter. Once you get it open up your inventory and right click on the secret letter to obtain this quest.
