I've checked one of these in the game and quest's description shows the materials. So the information here is correct.
Maybe the quest is bugged though. Try to contact the support about it.

I say it because I have completed it and it has given me x6 of exp in sailing, at the moment only the first gives the materials, because I have the third and neither gives the materials

Can you post here a screenshot of the quest rewards list for the one without the materials? All quests in this chain have the same name, so we can talk about different ones.

Все верно с этим квестом, ресурсы получают по цепочке на 1 и 4 день, люди просто не замечают, что по квесту им дают разные свертки с разным названием.

Да вроде у каждого задания в цепочке написано, что есть награда материалами. Это так или нет?

Так, да не так.
Этот нип https://bdocodex.com/seaen/quest/3708/1/
дает цепочку квестов, наградой за которую дает предмет, который случайным образом дает дейлик. Дает квест раз в день, на протяжении 7 дней.
У каждого дня, свой предмет и этот предмет в случайном порядке выбирает один из нескольких квестов. Т.е. квесты на материалы есть, но получить возможность их есть лишь 2 раза. В 1й и 4й день.

The name of the quest on your screenshot is different. Looks like you were talking about this one:
Carta cursi de Ravinia. It indeed doesn't gives you the materials, but that's entirely different quest chain.
