This quest you can access on the 3rd Crossroad. If I good remember, you will get first crossroad, I chose 3rd (the last one), then after some quest line, you will get another crossroad, I chose also 3rd, and not sure, I think you will get again next crossroad selection, so again select 3rd, the last option.
Just still choose 3rd. Good luck
