Completed quest instead of refusing thinking it could continue for equal or greater reward instead of refusing. It did not continue. It is better to refuse and get the 2 skill points.

Considering how deceptively difficult it is to raise amity with this guy, with the easiest option being burning 50 energy waving at him, the follow-up quest involves losing 50 amity with him in exchange for two combat skill points. Not really worth the time and energy in my opinion.

It's not that difficult. As long as you don't get the 'fail 4 times' requirement, you're fine.
Just look at the interest levels and make sure to put a non-100% knowledge every other time if it gives you enough, since they are more likely to succeed if the previous knowledge was a success.
I got 24 and 25, with two failures in-between because it was 'fail 4 times'. Then I waved the last one, lol.
