ケプランの住民は、石化病で混乱している洞窟、製錬の腕が優れた男(？)がいるので訪問してはどうかと言った。
目の前にいるアンドリアは優れた鍛冶屋だ。
しかしこの村には、もっとすごい男がいる。
どんな事情があったのか彼は突然この村に現れ、
自ら作業班長なることを願い出た。
作業班長でありながら、鉱石を見る目や製錬の腕は
見ている者の視線をくぎ付けにするほどだった。
彼はきっと、すごい実力者に違いない。
加工に興味があるなら、一度会ってみてはどうだ？

私も彼の助けを受けた。
スキルは学んだが、感覚が追いついてこない。

Confirmed that it requires at least Professional 5 in processing. I have Professional 3 in gathering and Professional 4 in processing and don't have the quest yet.

Technically the tooltip is correct. It says "> Professional 4 Process" and "> Skilled 9 Gather", > is better known as Greater Than. It doesn't say = (equals). So anything Pro5 Process and Skilled 10 Gather or higher works.

One IMPORTANT thing, I spend hours searching, reading. Then I contact suport and when you cant take this quest. Villager NPC just dont show you Quest icon, you must have this knowledges:
Have knowledge on Shaking: Beginner
Have knowledge on Drying: Beginner
Have knowledge on Filtering: Beginner
Have knowledge on Grinding: Beginner
Have knowledge on Heating: Beginner
Have knowledge on Chopping: Beginner

This was the problem I ran into. You need to do all the Beginner tree from the Mission Log (Suggested Tab). After you complete all of these beginner quests you can see the Excellent Magnate quest on the villager in the Keplan building.

I was able to do this quest with prof 1 gathering and prof 10 processing. just have to make sure you have all the other processing skills up to beginner.

This quest is actually given by an NPC simply named Villager. The villager is located in Keplan, inside the smithy, behind the armorer and the NPC that exchanges seals. This quest leads you to the NPC Vatudun.
