This is an invisible internal game item, which gives you the title. There is no title of such name in the game anymore. Most probably they renamed the title itself, but didn't bothered to fix it's name in the description of this item.

EDIT: Checked it in other languages. Apparently this item should give you the The Goblin Behind the Mask title. However, it's linked to another quest in data files. Something was clearly changed here.
