Albacove can only be caught in zones where sea monsters/ghost ship appear, apparently. - http://forum.blackdesertonline.com/index.php?/topic/128296-margoria-fish-species-list/

ALBACOVE & BLACK MARLIN can be Harpoon Fished straight south from island in Margoria Sea.
SKATE can be Pole Fished straight south from island in Juur Sea.

If you keep just monsters and ships just outside radar range on minimap they don't seem to engage you or your pitiful boat as well.
