Show/hide full quest's text Neruda Shen acts suspiciously and talks arrogantly. I don't trust him. He even stole the last treasure of the Royal Family. How dare he steal the Royal Crest! Despite the King being dead and the Royal Family collapsed, as long as I, Bareeds III, live, the Royal lineage will carry on! If anyone can return the Mediah Royal Seal which Neruda Shen hides in his villa to its sole owner, I promise to reward that person generously when I become the King. If you can bring back the Royal Seal from Neruda Shen's villa, I promise to reward you when I become King. I promise. I will never forget this.

If you are having trouble obtaining this quest make sure you accepted "The Last Prince of Mediah" which is given by the Historian giant dude right next to Shen, his quest marker clips into the roof so you might miss it.

Naruda Shen's "villa" is directly apstairs from where he and the other merchant guild members are found. It is literally the highest point in Mediah. The Royal Insignia is found in a searchable box in his villa.
