stand in front of the sign and go to Press ESC > Music Album > choose a song. I chose the song nostalgia but i don't think it matters what song it is. then download the song and press play from your list of songs. your character plays the song. quest complete

You missed the most important part: you can only play songs that have a grade that is at the same level or lower than yours. If you just start out and your grade is F then you most likely can't play any downloaded song since many of them are higher grade than F and it doesn't show the grade before you download the song, which is stupid as hell. The solution is to compose a few tones yourself, save it, and then play that.
