And yet, no matter how hard I toil, I can't scrounge the money to buy milk for my dear child.. Please, would you spare some milk, even a little bit? I need to get home quick... Could you please leave now? You're getting in the way of my work.

As stated in the Quest Requirements, you need to first finish the daily from the "Villager" standing next to the Node Manager, Jame Falres.
The NPC that gives the daily (Lifeskill quest) is in the building just east of the Node Manager.
