The lobster is a random drop from what looks like any underwater gathering. The shrimp can be obtained from gathering a large oyster with the pearl in it. NOT the small clam things, its a giant clam looking thing with a pearl inside.

There's a huge rock right by port ratt, you can basically see it from the docks near the guild wharf manager. You'll find a giant pearl oyster there.
