I just went there to check and where the spawn used to be is now a tower thing. He doesnT' seem to spawn there anymore. I made a search with the terms patch note and cadry chief gatekeeper but found nothing. Maybe he spawns with the dehkia lantern mobs now? I don't know. Maybe take it to the forums or ask on the BDO reddit. Someone may know.
