Can someone help me? Can't find the soldier this guide is talking about

First of all, fuck all the quests or soldiers. Amity grind with Luolo Grebe in Calpheon Slum. Very easy conversation, got it in one conversation, hit my max accumulated favor 1016.

I'd go with Luolo Grebe too, very easy - needs 400 amity.
