I did this as a non-daily quest as a Professional 3 trainer. Edit: I take that back, I've now done this two days in a row, so it is a daily.

Thanks for the comment! I've checked the requirements for this quest and indeed the Training level should be less than Artisan 10.
I've made the necessary fix. The changes will be visible online after the next site update.

I would like to add that there is more to the requirements than just being under Artisan 10 as my Horse trainer is Artisan 3 and it can't accept the quest but my Skilled 3 can accept it. If it could be looked up it would be great to see what I have to do.

Double checked it. No other requirements in the client files.
My guess is, some of the quests have some special requirements, which are stored only on the server side. Especially, when certain characters on your account can take the quest and others not.

Well in the 4/30/2019 patch, they changed the EXP --> level mappings of a lot of skills, including horse training. Perhaps that has something to do with it?
