The quest is bugged somehow, you don't need to deliver it to Tarif, just trade it from one trader to another, then turn in the quest in Tarif.

I suggest you pick up all the items for the next Level 44 quest as you travel to Mediah to hand in this quest at Tarif. Then, simply accept that quest, trade the items to Chakra and it will complete that part of the quest just leaving the hand in there in Kusha. This will save having to return to Calpheon and come back again etc.
