Right click Keplan to get sent to the node manager at the top of Keplan.
Head South-West until you get to the end of the fence where all the sick people are and there are hostile npcs.
Go South and up the hill on the otherside to get to Sam. He is next to a tower (Overlooking the hostile petrified miners)
