Best thing that worked for me was Taphtar -> Shakatu -> Muna -> Maguliggio -> Batirma -> Javi -> Gagaru. 25 interest and favor is a good roll. If you get an interest of 35+ you can replace Shakatu with Alsabi or other high change people. I also had black dragon which did help me with this game though.

Gifting something like 6 Improved Elixir of Amity works also to get ~500 amity, since you can romance her.

In valencia city, she is slightly east of the NPC named Shandi Yut inside the the room.
