the bookshelf gives you almost every knowledge from life skill/ ecology/ trading and adventure which is missing to get normally, try to put 30+ chars afk in your residence on reading. you will get random knowledge basis on your RNG luck ( of course its fkin bdo )
i get a guarantee knowledge once a day .. so dont expect to have all knowledge in 1 month.

He probably meant the bookshelves from the game cash shop such as Kamasylvia Bookshelf or Antique Bookshelf.
You can obtain 2764 different knowledge entries from them with a low probability.
