The item drop is the same name as the knowledge.....
Had this drop for me in Pila Ku Jail, Not sure which mob though. Right clicking it activates the quest. Then its a quick turn in at Ibellab Oasis.

Knowledge entry for "Lost Piece Of Forbidden Book" (make sure to select the knowledge and not the water or tea on the 1st turn in)
