For the Labor Rumor, the worker is in the gully behind the main scaffold. He is a human villager with 2 brown bags and a brown leather hood. He is swinging a pick axe. The quarry site is just NW of Keplan.

I have not yet been able to talk to lilvans and so release the mission and I've already talked to all of Keplan's NPCs, can anyone help me?

For the rumor part, talk to the villager next to the node manager Phirea, dont follow the quest marker for this 1
