He's straight East of Heidel, kneeling in a building surrounded by candles. Here's a screenshot. Should be able to figure it out from the minimap in screenshot if you're having problems.

I was not able to get the knowledge on my level 15 character, but WAS able to obtain it on my level 40. Maybe it's a level or quest prerequisite?

Same here. Mate was able to get the knowledge but me not. Maybe I have do some quest in Heidel first conntected to this NPC.

Adding another screenshot, i believe your character has to have a certain amount of CP & be at least level 50 to interact with him.. But I do not know the specifics.

there is no level requirement, as it's been mentioned above, it's all timing. There's a youtube upload of a lvl 34 guy getting the knowledge.
