The knowledge is supposed to be from a Pickpocket named Haley in Altinova.
You will need to play amity game with him to get the knowledge
then talk to Smuggler Telshir that spawns only at night.
The current info says it's from a skilled instructor (Abdul Jaum) and it's completely false.
