Ok i got it after running from statue to statue. So it's random statue you can get knowledge from. After you pick one knowledge rest options disappear from the same statue. Forcing you to run to another one and picking the knowledge you haven't previously chosen.

I actually had to go to the bottom most statue first...its just below the statue that the secondary quest marker is closest too. You just have to walk down the bridge that statue is on and talk to it first. Then for me it was Love at that statue, the one backward right behind that one was Mercy and the last closest to the tower where the quest starts was Justice
