I am using steal and the NPCs do not have the items required for the quest, EDIT: Weird i think you have to get the items 1 by 1 and turn them in 1 by 1 in order. First u need to do guy standing on lake, then the blacksmith, then the last guy.

You don't always get it on the first try. The lake key took me 6 times to try and steal it. There is no order in it either. I completed it with them all in my bags with 1 turn in at the end.
Just make sure you have a lot of energy in case you fail to seal or keep getting junk like me. go into a red battlefield (and win) to refill your energy without sleeping.

Took me 3 times on Tatar for the Lake Jail Key, 2 times on Elfa for the Decorative Musket, and 3 times on Oman for the Star Barnacle Ear Accessory.

NO NEED TO STEAL ANYMORE. You can just take it by chatting with them. I lost 30k Karma for this ugh >.<

This quest has been updated to be easier
You do not need to pickpocket NPCs anymore, just chat with them to obtain the items
