When I first accepted the quest Brorum told me to go to the floating books to get knowledge but then was useless after that. I had to get rid of the Distorted Evil Thoughts item and re accept the quest from Allan Serbin for Brorum to offer me the Magic Bullet quest.

In case you're having issues with using the weapon: unequip all your weapons then equip Gannicus's Magic Bullet.
