This quest is no more. Went to Gerold tonite to get the quest on Pilava Island and it is no longer offered. However, I cannot barter with anyone so maybe I will just re-install the game and it will be alright. Lots of strange things going on lately.

I can confirm that the quest is still available; I just unlocked it today. This quest is unlocked by a character questline, so make sure to complete the questline with the character you want to park at Pilava Island. The questline

Once you have accepted the weekly quest with the character who unlocked it, you can complete the objectives using any of your other characters.

At the end of the questline I got the rod but, although the quest said [Weekly] when I did it, it's not being offered to me again.

This quest will reset every Thursday after midnight, and you have to be connected on the character who unlocked this quest to accept it again from Gerold.
