You could simply buy High-Quality Haystack and Special Haystack (if there's any on the marketplace), and breed itself for quest completion, to cut down the time spent on breeding from Haystack
*It's possible to miss out on the High-Quality Haystack if you're lucky (or in this case, unlucky) enough to only get Special Haystacks while breeding the High-Quality Haystack

level >36 means from 37+ or ≥ 37, tried at 36 doesnt give tried at 37 yess
