This fish is very hard to find, as I tried fishing all over the river near the quest giver but didn't get any Notch Jaws. In the end I heard you can catch them at Keplan, so I went there and indeed in a puddle right next to Keplan's gates I got a notch jaw along with dace. Also the knowledge does hint at the Neutral Zone, but I did not try all over that area.

Can confirm, fished one up in the water closest to Keplan(with the bridge into Keplan going over it)
