It can be crafted on rare occasions based on the information written about the stone after you get the knowledge of Inextinguishable Stone left behind by an unknown alchemist. Children called this stone the Little Sun.

Anyone get any trigger then just one? cause mine just only one for 10 tries.

its random proc, sometimes you can get 1x Inextinguishable Stone every 5-10 trys, sometimes you can get 1x every 10-20 times,.. and sometimes almost never.

So to be clear, this is the Alchemy recipe (at a utensil). It's an RNG chance, not 100%. You also need knowledge from the Library at Calpheon on the table of the bottom floor near the "Curious Ru" NPC which will cost 200 Energy.
