Talk to Ficy first and get her 'learning Higher Processing Skills' quest.

Then go talk to Lebyos to get the quest 'Working the Ash Tree'

To complete the quest you will need to go chop some Ash trees and process them into planks. There are ash trees next to the stable manager. You can buy a lumbering axe from 'Flaviano' he is just to the left of Lebyos

Artisan 7 Processing:
485 usable for 100 standarized (mathematically made it to 100, in game it was 810 usable - 167 standarized)
(and about 2130 logs for these 485 usable)

It is a rare proc from Chopping Logs. Chopping 10 Usable scantlings produces them as well.
