Be aware that you need to have completed the valencia main quests for Eugene to give you the knowledge. I tried first on an alt who hasn't done those quests and it didnt offer the knowledge.

You must complete a short questline chain of 3 quests from Eugene in order for him to offer you the Knowledge, it just has you collect some journals around the oasis doesn't take long. I'm also 80% sure you don't need the Valencia main quest lines for this either just MQS up to mediah or simplified.

kinda crazy how the other comments manage to include every detail that doesn't matter except for the one that actually does.
