This is not really an NPC. It appears does not appear, you can just see the black circular shadow. (See image)

Get 'The Royal Palace of Valencia' knowledge by doing this quest:


Talk to this fellow to receive the quest. Requires lvl 54+




Walk past the fountain then spend 10 energy on the interact called 'Valencia Palace'.


If you can't see the quest try pressing 'o'and clicking 'all' in the preferences section at the bottom of the window.

this is the quest you have to take to get the knowledge, it will cost you 10 energies to complete the quest.
