After completing the "Big Success in the Big City" quest, go to the library in Calpheon. You are looking for a bookcase called "Consideration of Ancient Chemicals", found in the middle of the library at the foot of the stairs. You'll be able to choose an option to 'talk' with the bookcase, which unlocks the knowledge.

I'll talk to the library but does not give me the option to interact with it. I do not know what to do.
