In order to get this you need to do the quest line that starts with: Excellent Magnate (Under Certificate Skilled Paradigm in the suggested tab). For the NPC to give you the quest you need to finish ALL Certificate Training Paradigm first.
Leaving this here cause while trying to make this for my Epheria Sailboat I went into a maddening spiral cause the quest was not showing up.
