after completing the Legend Diary (and possibly the mainstory quests) the NPC is available

You must complete Rulupee exploration short questline and full main story!! Arang, Yojin and Han Seunghee npcs will be then available ( they are under People of Morning Light - Hwanghae Province - Wanderers of Hwanghae Province knowledge)
