It seems, this NPC is only activated in Korea for now. In Korean version there are some quest related dialogs with this NPC, but these dialogs are not present yet in other versions of the game.

is it really?, a dude i talked too online said he got it, and I saw a print of a dude doing the adventure jornals and he had her knowledge

Double checked it in the game. Even though I can't interact with her, but I have the knowledge as well. Don't remember any special things I did, so just be sure to get all other knowledge from people in that area and you should get hers as well.

wierd, finish the adventure jornal, all locations, all NPCs, cant even interact with her
