This item is character bind, right? I'm asking because I have 2 character placed far from each other on different spots. I switch eq between them every 1-2 days (the same class) but in this case 1 character will need to be completely without Vell...I guess it is just better if I don't upgrade my Vell heart into it?

why don't you just tag them and have everything the same on both characters
