Witch Chain Lightning Does Not Work

I created a Witch character -- Yesterday.
Played for several hours.
During that time I used the Chain Lightning spell over 100 times with NO effect.
No effect means that even the weakest foes had Zero damage from the chain lightning spell.
I believe this to be a bug.
