Item Collection Increase Scroll for both 3477 and 3478 is required to be the blue one (item 4809), not the green (Item 17574). I dont know if it changed or not but the green one does not work at all to create the Petal.

Not linked in the chain, the chain actually skips IV. This seems to be orphaned. Also, the quest conditions says finish with Black Spirit and type 105 but the main card is correct where you have to go back to Rubin.
