To begin the serial quest for the rest of Calpheon Journal II, you have to talk to Rubin in Calpheon and be at least lvl 46 and up. Don't know if there are any other requirements, but this was in the 5/17/2017 patch notes.
Serial quest ‘Past of Encarotia’ has been added to capital of Calpheon.
At Lv.46 and up, it is acceptable from Rubin in Calpheon.
Once you complete all of the serial quests, you can obtain Calpheon Adventure Journal II.

Confirmed, quest line is called "Encarotia's Past". Implemented last week (may 17).
You obtain them in this order:
- Psychological Warfare 1
- Letter from the Orient (check corpse)
- One Line of Record (Calpheon Library, upstairs in the middle)
The next 3 are objectives in a single quest, so its up to you in what order you get them :P
- Calpheon's Memoir #1 (Old Lady at Market square thingy, also gives daily)
- Calpheon's Memoir #2 (Clara Siciliano, bookseller)
- Calpheon's Memoir #3 (Milano Belucci, the overpriced fruit vendor)
And the last...
- Encarotia Family (Dominic Erne, here you hand in your last quest from the questline).
You obtain them in this order:
- Psychological Warfare 1
