You seemingly CANNOT substitute for normal-grade Cooking Honey in this recipe - I had 2 High-Quality Cooking Honey around, and wanting to free up storage space, i tried it with 1, with 2, and with 2 plus 1 normal honey. All failed to work, but I had no issue making it without prior knowledge of the recipe using 3 normal honey.
