This quest is bugged. If you play a season character who has skipped the main questline to level by grinding, this quest simply isn't available from the black spirit. The main questline through Mediah is also unavailable. The only solution is to login to a different characeter on the same family and accept the quest, at which point it will be visible as in-progress by all characters on the family.

It is not a bug.
Simplefied crossroad will SKIP all quests from Velia to Altinova. SKIPs, not completes.
So you never completed the needed quests.
That is why you need to have character that has actually completed Calpheon quest line
