If you're looking for him for the Chapter 18 of Fughar's Book, just press ESC > War > Savage rift. You just need to enter in there, from your own server, and you're gonna find him a few step in front of the entrance. You don't actually need to go in Ilya Island, and most importantly, you don't have to be in a Party in order to enter in the Savage Rift mode.
