There is a red dot on the minimap, but you can't attack the cobweb. To get the knowlede talk to a character in Glish. (Amaranto or soemthing similar).

They are indeed on the marks but not attackable, you need 200 amity with Amaranto in Glish and 3 energy to obtain the knowledge.
