+1 (PRI) description says it grants +70 Max SP/WP/MP, but all other enchantment levels after that only say +50. Does that in fact scale up at PRI and scale back down, or does it continue scale up, or never change at all?

Wrong tooltip. Adds +20 MP/SP/WP each level, not +20 at pri and nothing after.

I have a PRI Khalk's Earring. The description sais +70 MP/SP/WP +70 Stamina but thats wrong.
You get +20 Stamina per enchantment, the Mana does not scale.

Thanks for this, just saved me from buying a DUO from market, thinking it was the tooltip that was bugged.

I guess, the tooltip will be fixed in the next game update.
