There are two different fishes called Tuna:

1. Tuna (korean 참치)
2. Tuna (korean 참다랑어)

To complete this quest you'll need the second one, Tuna which you can catch using harpoon in Juur Sea.

Can confirm this. Tried regular fishing for tuna in Ross Sea and they didn't count toward the quest.
