Took a while before they started spawning. Saw the first ones running on the road in the designated yellow circles at 00:22 game night time.

they spawn only ome time at random time between 00:00 - 04:00 game time

Spawned for me at 5:15 game time and I'm pretty sure they had spawned a few times that night already (I saw bodies on the road a few times).
