I dove around for an hour where they're supposed to be in Velia never found them. Glad to see the oysters can be found outside the oysters because that's mainly what I'm after.

Per this https://bdocodex.com/us/gatherable/10916/?sl=1 go to nodes west of Al-Naha Island. The clams are the only clam looking objects amongst the pretty colorful marine life.
I jumped servers twice and ended up with 23 Lobsters and 7 Giant Pearl Clams worth 357K each.
Edit to add: I also believe I got a few Lobsters from Fan Coral, but not sure.
