Available from Xaviero (no Amity) after completing the quest: http://bdocodex.com/us/quest/2015/3/ line.

Went back after that and it was available on him.

I have done every quest of this line, but it still doesn't show up when I go to Xaviero.

Edit: Looks like they made some mistakes with one of the later updates.

Edit2: They fixed the bug. You can get the knowledge now. Just talk to him and you will get it.

I still can't get this knowledge from Xavierro via amity, nor can I do the quests that are, supposedly, needed to get this knowledge, they are simply unavailable to me? Anyone knows a solution?

Did you check with Annolisa Rosie's shop? One of the knowledges she holds unlocks this. The name of the knowledge may be different, but just purchase any one that you don't have yet (which appears in purple. gray is what you already own. don't worry it isn't the 500 amity ones that cost a ton.)

Hmm the only thing I can come up with is if you talk to Jarett in Western Guard camp and gain amity to do that set of quests for her. It leads to Xavier again...so maybe give it a shot there while waiting?
