weapon name is "Black Abyssal Shortsword", you can obtain this weapon through a lvl 55 quest in Altinova from the NPC named Konah at the arena.

You can switch it once a week by talking to the Arms Dealer in Altinova, Tulem.

No, but I believe you must be level 55 to initially obtain the quest. Afterwards, you can transfer the weapon to any toon of yours.
